The Annual National Conference of the Islamic Day of Anti Violence Against
Al-Hakim Foundation held on Dec 15, 2012 the Annual National Conference of the Islamic Day of
Anti Violence Against Women in Iraq.
Sayyed Ammar Al-Hakim S.G of the foundation called the Organization of Islamic Cooperation to
hold a conference in Baghdad and issued a convention called “Islamic Declaration for Violence
Against Women”, stressing the need to establish a supreme national council for women within the
Ministry of Women involving all civil society organizations interested in women's issues and have
advisory authority and monitoring the legislations and laws.
Sayyed Ammar Al-Hakim urged the Iraqi parliament to pass a law to protect Iraqi women from all
forms of violence and review the existing legislations to remove any texts that may constitute
violence against women.
S.G stressed on the need to ratify without reservation on all human rights conventions, especially
that concerning on women's rights and urged the government to meet the deadlines to provide
periodic reports on the extent of Iraq's commitment to implement the Convention on the Elimination
of All Forms of Discrimination against Women.
His Eminence stressed that all the social and economic policies, including the development
planning, should not sustain or increase the VAW, and pointed to the importance of enhancing the
efficiency of all the staff in the legal system, the criminal justice system and health system to meet
the needs of survivors and to ensure their rights and safety, noted that it should be achieved
through training and capacity-building programs and development of skills to care about the human
security for women in all its aspects as well as prevent and punish all forms of human trafficking or
any acts may harm or degrade women.
S.G referred to the need of establishing a comprehensive information system for women in
collaboration between the Central Bureau of Statistics and the international and national women
organizations with ensuring the accessibility of public to this information and data.
He also called for the allocation of items in the state budget that concerned on the development of
the reality of Iraqi women in order to achieve the elimination of discrimination and violence and
allocate developmental projects for women to achieve their security and stability at all levels.

Dear Respectful Sisters...
I wish upon you to invest this Conference to come out with Scientific and practical
recommendations, and not have just ceremonial gatherings as conferences, advocated women's
rights, without creating real programs for the advancement and development of women's reality.
Confirming our commitment to our project in nation-building and citizen servicing, and in recognition
of the pivotal role that represent women as a citizens with full rights....We would like to reconfirm
the Renaissance program, which we called for in the previous conference, and we hope to find our
invitation to this conference resonate by the feminist community first, and the government also.
And to summarize this program in addition to the previously mentioned the following points:
First: the establishment of a supreme national council for women within the Ministry of Women
involving all civil society organizations interested in women's issues and have advisory authority and
monitoring the legislations and laws that deal with women in all areas, and also be obliged to
provide solutions to all the problems faced by women in various social needs and humanity, after
conducting integrated studies on women and follow-up conditions and monitoring the negative
phenomena that may occur to put through the development of a new strategy for the advancement
of women take into considerations the new changes and benefit from the international experience
and the emphasis towards supporting and strengthening the culture of equality and anti-
discrimination and non-violence.
Second: calling the Iraqi parliament to pass a law for Iraqi women protection from all the forms of
violence, and reviewing the existing legislations and eliminating all texts leaning towards violence
Third: ratification without reservation to covenants on human rights, particularly concerning women's
rights and urging the government to meet the deadlines to provide periodic reports on the extent
Iraq's commitment to implement the Convention on the Elimination of all forms of discrimination
against women and to discuss these reports with international bodies and use of experts and
specialists in the preparation and handling positively with international consultancy for the
advancement of Iraqi women and promoting their rights, freedom and dignity.
Fourth: make sure that all the social and economic policies, including the development planning,
don't lead to the perpetuating or the increasing of violence against women, but the preventing and
elimination of violence against women and enhancing the efficiency of all staff in the legal system,
the judiciary system and health system to meet the needs of survivors and to ensure their rights,
through the training and other capacity-building and skills development programs, and to care on
the subject of women's human security in all its aspects, especially with regard to the prevention
and punishment of human trafficking or any malicious or degrading acts.
Fifth: Work on the establishment of a comprehensive information system for women in cooperation
between the Central Bureau of Statistics with national and international organizations to ensure the
availability of information obtained from collected data and analysis to the public.
Sixth: Assigning items in the state budget specializing in the development of the reality of Iraqi
women in order to achieve the elimination of discrimination and violence against women, and the
allocation of development projects that achieve their security and stability at all levels.
Seventh: Call for the Organization of Islamic Cooperation to hold a conference in Baghdad and
issue a convention called “Islamic Declaration for the Elimination of Violence against Women”
which includes the principles that ensure the rights and dignity of women and preventing the

establishment of the concept of citizenship begins by establishing a concept of social justice ...
Social justice will be achieved only with equity to women .. Because they are half of the society
and a major pillar of it.
Greetings to the Iraqi women, especially Muslim and Arab women and to the women throughout the
world and to every abused, violated, prisoner and martyr of legal right. I hope to reach the day that
women regain their rights and prestigious position and their great impact in our communities.
Local Governments of 2 Iraqi provinces approve the Islamic Day of anti VAW
On December 2012 the local Governments of the Holy city of Al-Najaf and Government of Basra
(2nd largest city in Iraq) approved the first day of Safar (in Islamic calendar) as the official day for
anti violence against women, and directed all the related agencies and authorities to organize and
sponsor different kinds of activities that raise the public awareness about the phenomena of
Violence against Women.
The initiative of Islamic Day of Anti VAW was launched by the late H.E Sayyed Abul Aziz Al-Hakim
on 2008 and adopted by Al-Hakim Foundation since that time.

In the Name of Allah, the most Gracious, the most Merciful
Praise is due to Allah, Lord of the Worlds, Peace and Blessings with Muhammed and his good
and pure Ahl al-Bayt.
The violence phenomenon is regarded as a human product deeply rooted in the cultural
structures that have surrendered to the evil-insinuating self, thus distancing themselves from the
scopes of Divine Mercy and from the Almighty in order to get to know the truth about the essence of
the human nature which is instilled according to the way Allah, the most Praised and Exalted One,
created it. Violence has undertaken many forms that have covered most human manifestations.
Perhaps the most obvious of testimonies to this fact is the violence directed against woman which
clearly surfaced in the Islamic history through the suffering to which the family of the most revered
Prophet was exposed in the aftermath of the martyrdom of Imam al-Hussain, to the harshness,
cruelty and barbarism that are deeply rooted within souls tempted by Satan and immersed into the
dark that distanced them from true conviction and pure humanity.
The first day of Safar of the year 61 A.H. (which coincided, according to the Gregorian Christian
calendar, with the 31st of October, 680) witnessed the dominance of injustice and the giving of the
upper hand to savage violence against woman. It left deep scars in the human spirit that require
making a stance about this date and adopting it as an international day for opposing violence
against women, for inspiring norms of challenge to such violence, for hearing the voice of the truth
which reverberated in the address made by the human huri, namely Zainab daughter of Imam Ali,
when she was violently shaken by the tyrants’ injustice and cruelty. Let this day take its course and
assume a global nature. Actually, all endeavors of knowledge, culture and civilization in their many
norms must be employed to embrace the religious, academic and literary address. Let it be
adopted by the cultural foundations till it is made a global day that occupies its place among
global boards and organizations so woman may be awarded what rightfully belongs to her, so her
dignity may be safeguarded.

It is worth mentioning that the Dear One of Iraq, may Allah shower him with His mercy, launched
an initiative regarding violence towards woman in order to adopt the first day of Safar as an
Islamic Day for opposing violence against woman.
